Hybrid Warfare

Hybrid attacks are no longer an abstract threat. Germany is already a target of Russian influence and disruption operations—through disinformation, cyberattacks, espionage, sabotage, and targeted intimidation. Often, such attacks remain below the threshold of open military violence, but they can sustainably weaken society, the economy, and democracy.

It is all the more important to recognise, contextualise, and raise awareness about hybrid attacks. We aim to make knowledge accessible—for the public, media, education, research, and decision-makers.

Here, we clearly explain the most important forms of hybrid attacks (e.g., disinformation, cyber, sabotage, espionage, influence operations). Additionally, we provide short descriptions for download, which may be used for lessons, workshops, and educational purposes.
